I ship & accept payments for ONE zone only. I setup a foriegn customer and was able to check out.
If this was set properly would it not tell the customer there was an error during registration or even decline the registration? |

You can create a Zone Definition for one country and set it on the Shipping Module(s) and Payment Module(s) and it would prevent someone from checking out with any other address ...
This does not prevent someone from creating an account ... Unless you were to physically delete all other countries from the database ... NOTE: you should consider do you really mean to not allow Grandma in the United States to buy Tiny Tim a new crutch for Christmas since he lives in your country?

Blocking Payments and Shipping via Zones is fine ... I just want you to be aware of what that means ...
If you only want to ship and take payments from the US, then build a Zone with what you are taking from the US ... If you mean just the 50 states, then add each of the States to a Zone ... If you mean ALL of the United Sates ... meaning all States, All US Territories and Islands and all Armed Forces then you can build a Zone definition for that ... If you place your Zone Definition on each Shipping and Payment module, then only those Zones can check out of your site ... You can even add somewhere that you only ship and take payment from the US on the create account page or as part of your store front etc.

I do have zones for the US with all the states excluding the armed services locations. This zone is set for both payment and shipping. But still am able to checkout with a non US addy (this is my Problem) I am under the impression that I do have the zones set correctly finally for I no longer get any error messages at checkout, although I was expecting an error when attempting to checkout with a foriegn addy but didnt get an error.
It is a great idea to add a notation to the login page that I only ship to the US. Again virtual products are OK for foriegn addys but not for products that are shipped!

Something isn't set right if you can still get through the checkout with the Zones set on the Shipping and Payment Module(s) ...
Have you an URL where we could perhaps peek at this?
