Bulk email message to all clients in one country?

I looked, but didn't find an answer to this:

Can I send a bulk email to all clients in one
country through the admin email page?

I had a somewhat similar need. I needed to send email to people who had ordered in the past month. I ended up creating a new entry in the dataset QueryBuilder like this:

(6, 'email,newsletters', 'Active customers in past month (For Discount)', 'All active customers (purchased something) in last month, ignoring newsletter-subscription status.', 'select c.customers_email_address, c.customers_lastname, c.customers_firstname from TABLE_CUSTOMERS c, TABLE_ORDERS o WHERE c.customers_id = o.customers_id and o.date_purchased > subdate(now(),INTERVAL 1 MONTH) GROUP BY c.customers_email_address order by c.customers_lastname, c.customers_firstname ASC', '')

Someone here can probably format a proper MySql entry for you to use.

When you say "customers in a country" how does this relate to the customer's "home address", shipping address, and billing address?
