Multiple upgrade attempts - still not working

I downloaded the DB for the live site, created a /upgrade folder and downloaded the newest zencart software. I created a new DB and ammended the configure.php files so that the software asked me if I wanted to upgrade my DB. I choose yes and with the exception of about 8-9 skipped lines it successfully upgraded. When I choose continue and then "go to store" or "go to admin" I get the initial zen cart install screen. I tried 6 times and worked 9 hours straight but I always get the same thing. I'm hoping its something as simple as my configure.php file is incorrect? Any suggestions would be greatly appreciated. The "initial install screen" only shows up when the system looks like it's new. That can be triggered by either an empty database, or the data in the configure.php files is wrong, either an incorrect db_prefix or incorrect paths; or missing files from your upload.
The most common problem with website issues is that sometimes FTP uploads will fail (or the download failed and thus you're missing files when trying to upload them to the new folder).

I deleted and started again completely reloading the software 6 times. 3 of those times when I got the install screen I proceeded to go back to /zc_install and run the "upgrade DB" again with the same result. Does the configure.php file i pasted look correct (obviously minus the pw etc)?

Actually, no, the configure.php you posted doesn't look correct. How did you arrive at it? Did you edit the file manually? If so, why?

the upgrade instructions said if you don't see the words "upgrade" to modify the configure.php so that it will see your new database you created for your upgrade you are installing in a separate i.e "/upgrade" folder. I modified it with the folder /upgrade and the new DB information. Was that not correct?

Should i have installed the software in the folder first and then gone back, uploaded the contents of the DB into the newly created DB and then gone through the upgrade procedure/zc_install again?
