Geographic Error using 3D Secure

We have recently upgraded to 1.3.9h and are using 3D secure for the first time. Since upgrading we have not been able to process any payments. We get an error "We are sorry for the inconvenience; however, at the present time we are unable to use PayPal to process orders from the geographic region you selected as your PayPal address. Please continue using normal checkout and select from the available payment methods to complete your order" when trying to perform a credit card payment where i put my address in manually. Also when you are diverted to the Paypal page the order does not appear under the heading Order Summary.
Any ideas would be welcome.
