Help customising/choosing shipping for multiple zones/weights

Hi Guys, I am in a bit of a dilema here, I am trying to get my shipping module setup with the help of others on this forum. It is a tricky one as we can't get the zone rates to match up to what we want the rates to be. We have the rates that are needed to ship from:
Portugal - Portugal (cheaper internal postal system)
Portugal - Europe (more exspensive to ship than internal post, as parcels are registered and insured)


What is the best way to go about doing this ? using the zone rates ? we have set up 4 zones as we have a complicated system with individual countries due to what can and can't be posted there or per item weight ? or whatelse ? any ideas/recomendations/help would be greatly appreciated as we are a bit stuck :shocking:

It is a site that sells wine and other wine related items, so the wine bottles are the expsensive one to send, if need be i can put a table up here of what the rates are currently.

Guys I kind of missed the point, and should have said what Iactually want is a different rate applied per item so that this can match EXACTLY with a manually generated rate for shipping. Is this possible ?????? :lookaroun
