download pdf, shipping charges international

When I added a free pdf download with purchase, all the sudden my international shipping will not charge.

In US, free shipping. All other countries charged a flat rate. This was working fine until I added the free pdf guide using attributes. Now international shipping does not get charged the flat rate shipping.

If this is both a Physical and a Download Combination, then you have to mark the product as such:
