Defining shipping costs per order only

Hi there

I have been looking through all the topics in this forum and have not been able to find a solution to my problem.

I want to set up shipping costs for various areas in South Africa. There are 7 areas that we can ship to and each area has its own shipping cost -- there are no tax on these shipping costs.

Another thing is that shipping must be added PER ORDER and not per item, weight etc.

How can I get this done? Please please please please help me. I am really confused!
