If you go to aaau.com, go to the Plaques section, then Fire & EMS (ignore the menu on the left, we aren't going to keep it expanding like that) you will notice it will only show products. But there are more categories in Fire & EMS, but isn't being shown. Why is this?
I see them I think???
I do not know exactly how you have this as a general rule:
You can have a category with products OR sub-categories - NOT BOTH
You can have a sub-cat with sub-sub-cats OR products - NOT BOTH
I did not think that the script would allow one to break the above rule??
You see the categories under Fire & EMS? Not under the left menu (as I said above)? I don't see the categories...
Let's see if I can paste the left column results here??

Yeah that's the left menu like I said. Ignore that menu. I'm talking about how it should appear on in the middle, as other categories do. Example: Go to Plaques. You will see a list of categories (and images) in the middle.
Categories under Fire & EMS do not appear like that.
Like I said...
Plaques does not have products - just sub-cats
Fire & EMS has products and additional sub-sub-cats
You have this setup differently and it is therefore displaying differently....
Without my setting this up as you have - I can not determine if there is a admin switch that will alter this or not....
You can attempt to toggle likely ones - one at a time and view if there is a change
Or wait until another that might have setup a cart this way that might have some insight
