I believe it is there so you can add a link to the product's manufactuer, or a site that has more information about the product. It is, of course, optional.
By the way, I took a look at your new site and it looks awesome. I see you are trying to use the CSS based flyout menu. I am having the exact same problem. If you figure it out how to fix it before I do, could you let me know please?
Also, where did you get the Live Customer Help module? I'd love to have that on my site.

Look at your tpl_product_info_display.php file. As you are asking about tables, I assume that you are using ZenCart ver 1.3.x and this file controls most all arrangement of the elements. You can manipulate the order/placement within this file. You could use some in-line display styling just in this file and or?? to get the look you want

There are a couple ways Attributes can be discounted ...
If the Product is on Special or Sale, you can apply the Discount based on the same ratio as the Price to the Special/Sale ...
You can also discount the Attributes utilizing the specific Attributes Discount Qty ...
This allows for the given Attribute to have multiple prices based on how many are ordered of that Product, with that Attribute at varying Price based on how many ...
Example:
1:11,3:10.00,6:9.00,9:8.00,12:7.00,15:6.00
This sets the prices for the Attributes as:
QTY PRICE
1 $11.00
3 $10.00
6 $9.00
9 $8.00
etc.

NOTE: the difference any of the One Time Charges is ...
A Product Price is $10.00
The One Time Charge is $4.00
The Attribute Price is $20.00
Quantity 1 $10.00 + $4.00 + $20.00
Quantity 3 is 3*$10.00 + $4.00 + 3*$20.00
The One Time Charge of $4.00 is only applied the One Time, as a Setup Charge or Minimum Charge, etc.

As of v1.3.x ... TEXT Attributes can be INPUT boxes or TEXTAREA ...
This is done by Editing the Option Name and setting the number of rows for the TEXTAREA ...
