That module is used when you want to allow people to checkout a shopping cart which contains only free items. Other payment modules don't let you "pay" $0.00 because that just doesn't make sense.
So, the freecharger module is there to allow you to allow those kinds of transactions. If you don't enable that module, then customers will not be able to complete checkout if their cart comes to $0.00
