That was it! I changed my weight for my product to the following:

1 item = .5
15 item (1 case) = 10
30 items (2 cases) = 15

then changed the shipping module to:


Priority Small Flat Rate...

I can modify my weight for each item if necessary - however it works for Priority Mail Flat Rate with the US, just doesn't work for Priority Mail International.

I have not modified the usps.php...
