I will try to look in the language folders to see it something is wrong.

These languagefiles for the email, are they all stored in the folder /emails/no/
or are some text in another place? all text in the /no folder is in the rigt language.

The store is set to: Country: Norway, Zone: Norge
If I create a new account using selected language Norwegian, adress and everything set to Norway, the emails still will be in English.
