you can do this in admin >> categories and then click on sort. sort order here is numerical, lowest first and then it assumes alphabetical after that. you have to 'hard code' it in for each category

what browser are you using? i will test and see if i get same results. in safari on a mac, this looks pretty nice.

yeah, you need phpmyadmin. basic approach here would be to save your old db through phpmyadmin as a SQL file which you save to your local machine. Make sure this export contains drop if exists!
