Shipping Rate for Zone is Different

I have reviewed practically all of the posts regarding this subject and have tried everything with no results. I have products that weigh anywhere from 4-50 pounds. However, when I simulate an order for let's say a 4 pound item, it shows up as 8 pounds in my shopping cart and then when I log in I see in my shipping method zone rate, "Shipping to US (1 x 17.00lb(s)) ".

On the product edit page in the backend, the location for placing the product shipping weight has "4" as its value.

I have tried adjusting for ounces and bringing the amount to a decimal form but it still stays around the 9-10 pounds when I make the weight less. I have zeroed out package tares in the shipping configuration. Can anyone help? This is frustrating.

What settings exactly are in the Tare settings?

How exactly do you have the Zones setup?

Pasting might be better than retyping on this ...

Thanks for replying. My Tare small to medium is 0:0 the larger packages is 0:0

This means United States and Canada ...

These rates only define up to 13 lbs:

Yes, there are actually rates up o 100 pounds but I thought I would leave those out snce it would be redundant information

I added that product to the cart and went to checkout ... I saw 4lbs in the cart and saw 4lbs for $5.50 on the checkout_shipping page ...

I am not seeing anything broken yet ...
