Shopping Cart Help Button Text is gone

On the shopping cart page there is a Help (?) option.
When selected all I get is Visitor Cart / Member Cart.

Where can I upload the rest of what's supposed to be there (what file do I need)?

No joy! I uploaded a fresh copy of that file and still no additional text.

I'll try the debug utility to see of I can find the issue.

Nothing has been changed that I can see.
All the verbiage is in the file as copied below. It just doesn't show up in the popup window.
