Layout Boxes Controller Default Sort Order

Hello, I would like to modify the default sort order of the Layout Boxes Controller. I am mass duplicating sites with multi site add on and I dont want to set the layout box controller with each template, Id like to customize the default and just use the default reset option (see image)but I must first change the Default layout and I cant find where to change the choices on the default layout box controller .

I tried setting the template to template_default, setting the layout boxes the way I wanted them, chaning the template and resetting the layout box controller but it did not give me the layout I had set up on the template_defalut layout box controller area.

Any tips would be greatly appreciate.
