multi language button image in header, links to multi language pages

on the top of page, just beside or under the logo image,
i want to add 3 button images with links, just like the following photo.

due to there are multi language words on the button, and click the button, it links to the multi language page. i have to make lanuage button and files.

firstly, i make 3 button images in /includes/templates/template_default/buttons/english/ and 3 button images in /includes/templates/template_default/buttons/french/

then i define the button images in /includes/languages/french/button_names.php

after that, i want to modify the file /includes/templates/template_default/common/tpl_header.php
and also another file filenames.php
but i dont know how exactly to make it out.
