Admin Settings - Allowing someone else access my admin panel.

I remember previously been able to add users with only certain permissions via my admin panel - admin settings.

I cannot rememember if this was a contribution or not though. Was it? If not how do I add this to my new shop? I need to add a user so that they can add products and not have access to other parts of the admin panel.
