Product Weight and Shipping Weight

I can't figure out how zen-cart handles this. I notice that when I specify a product weight of say 1lbs, on the product page it says Shipping Weight 1 lb. And then for shipping cost estimation, it seems to be automatically adding weight. So a 1 lb product will result in shipping costs for 1x5lb. If I up the product weight to 2lbs, those estimated costs will say 1x7lbs. Can someone please explain what I need to do to ensure that product and shipping costs are handled in a logical manner?
