What does this mean? It looks like everything is fine, but this message continues to appear in Admin.
When you configured your new language in the admin, you specified a language and foldername where the files are to be found. That error message means that when it tried to look for the files based on that name and folder, it couldn't find them. Maybe you entered bad information? I recommend not using non-english characters in your filename and language name.

I'm still getting this message in ADMIN. The only language directories and files I've create are:
include\languages\english.php
include\languages\indonesian.php
include\languages\turkish.php
include\languages\MY_TEMPLATE\english.php
include\languages\MY_TEMPLATE\turkish.php
include\languages\MY_TEMPLATE\indonesian.php
include\languages\english\
include\languages\indonesian\
include\languages\turkish\
I get the message for turkish and indonesian

Are there other places the directories must be made, for instance under the ADMIN folder?

Just a few questions that I'll probably figure out myself, but I'll ask them anyway.
If all I want are different languages on the front-end, can I only install the files under
admin/include/languages/...... leaving out the other admin files pertaining to the particular language?
AND
includes/languages/...
Basically all I really care about is the content and appearance of my site in Turkish (or other language). I don't need an admin back-end in Turkish but I will want to add corresponding Turkish content...
I hope this is clear.

I suppose you could try that. As long as you never switch to Turkish in the admin (via the pulldown), I guess it would never use those other files.
However, it may be prudent to keep them anyway so that when you do order updates in the admin it can send email updates using turkish language (as long as you're in turkish language when you send the updates).

I was mainly concerned because many of the files of the language pack are not modified. For instance files in admin/*.* seem to be the same as the originals. Of course I have the check closely, bu this was my initial concern.
I finished all of the Turkish language files. I installed in localhost commerce. However, I can not run Turkish language files. I did the translation using notepad + +. iso.8859-9 character set. but I do not see Turkish characters. I did translation files:
includes/languages /all files
admin/includes/languages / all files
another file translation do I do?
