Desperate ::How to ship AU& NZ one fee and rest of the world another shipping fee

I am really confused at this stage. I can not figure out which module should I be using to do following.

Products only ordered one unit at a time per order. I want to charge :


1. Within Australia >> Free shipping (no shipping charge)
2. New Zealand >> $18
3. Rest of the world >> $28


Can someone please advise what -
Shipping module's to be used ?
Zones needs to be created ?
Zone Definitions do I need ?

and what role do 'Order Total Modules > Shipping " play if any with my problem above?

Ok Never mind this please as I have read about cloning shipping modules. I need some thing else which I will post it as separate item.
