How do I set up express checkout so a customer with a confirmed billing address and an unconfirmed ship to address successfully check out and still be protected by seller protection?

In terms of being eligible for Seller Protection when shipping to an unconfirmed address, I think you'll have to ask PayPal directly whether that's even possible.
