How to offer free items based on order size to customers from certain countries?

Hi, master zenners!!

I plan to offer flat rate shipping for US and Canadian customers. I think this is a great idea. However, I feel that it is unfair to other international customers as I am unable to offer the same great flat rate shipping for them.

So I was thinking to offer free items based on order size to International customers.

For example, if 1 button is $1.25
Order size more than 10 buttons (order exceed $12.50), 1 free choice of button
Order size more than 20 buttons (order exceed $25.00), 2 free choices of button
Order size more than 30 buttons (order exceed $37.50), 3 free choices of button
and so on

How do I go about this? Please understand that I do not intend to offer free items to US and Canadian customers, only other international customers.

This is might not be what you are looking for but give it a try. Try this site www.numinix.com Check their free add ons. If there is nothing there for you, contact them they will create a new mod just for your site for a very reasonable price. I have used their service before and its awesome.
