I'm stuck - Can't fix "Sorry, we are not accepting payments from your region"

So I get the error, "Sorry, we are not accepting payments from your region at this time."

I've searched for this error on the forums and it seems like there is a lot that can be wrong. I tried starting from scratch. I deleted all my tax zones, tax classes, tax rates, change tax for all my products to -none- in admin/catalog/catagories&products. Is there a step by step process to make sure everything is set to default to just make transactions work in the US?

I did set a table rate shipping costs for weight and ups in shipping but didn't think that anything that I did would effect that. Any suggestions?

I think I fixed it...

I didn't realize I needed a zone, even if it meant "All Zones". So I created an All Zones Tax class and it seems to be working.

By default, the modules use All Zones when no Zone definition is supplied ...

What module are you using that you think you need a Zone definition to handle all zones?
