Hello, the default setting on the account creation page is set to "Text Only" for Newsletter and Email Details.
How do I change it to HTML for the default?
It should be set to HTML due to the fact that HTML is more powerful visually and the fact that when I create my email it provides a separate area for the text email which will automatically be delivered if the person cannot accept HTML emails.

Just flip the switch in Admin->Configuration->Customer Details
