How to send verification email for certain product purchases?

I need for Zen Cart to do the following:

When a customer makes a purchase of a Taser they can automatically be sent an email informing that what they just bought requires a background check to be performed by the "selling dealer", or retail outlet via a toll free number. In order to perform this background check the customer must phone our toll free number to our store and provide the following information

DOB
Driver License #
Expiration date
Social Security #
Last known address
Telephone number

This background check is done in seconds and the information is "shredded" afterwards, for the safety of our customers. This is a mandatory background check for purchase of the following products

M18
M18-L
X26C
Any cartridge(s) replacements(considered "live" ammunition) about 4 other products

Anyone done such a thing or can point me in the right direction here?

Desperately in need of email verification also. We make a one-time free download offer, then they have to pay for updates or additional product downloads. But customers are just logging in with fake email addresses and getting all the free downloads they want! We've got to figure this out or switch to another app.

Michael, the best way to resolve your problem would be to isolate free download to a single product. People can still produce unlimited valid email addresses on Google or Yahoo in minutes.
