10413 Transaction refused because of an invalid argument. [Fixed v1.3.9]

After 2 hours of making sure I am not duplicating this question, I am going to post it. Please forgive me if this is something that has been answered a million times.

Zen Cart: 1.3.8
No upgrades.
Addons: Shipping Exporter (for MS Excel)
Customizations?: Where do I begin?

I've seen my problem posted here, but there were no answers that helped me.

I do not have gift certificates enabled.

Checkout - works fine.
I am using strictly PayPal Express. API checks out. I press the "confirm the order" button and am taken to PayPal. I have a PayPal account, so I log in. All that shows is this (think of it in PayPal formatting) in the top part of the order section:

Payment Method:Enter gift certificate, reward, or discount
Gift Certificate Number
Enter redemption code.

Or select from this list


Payment Method
PayPal BalanceChange

rather than the typical default checking account number, etc. I press the continue button and am taken back to my shopping cart. I could do this all night.

When attempting to pay without a PayPal account, my payment almost feels like it is going to go through, I am taken back to the shopping cart press the continue checkout button and get:
"10413 Transaction refused because of an invalid argument. See additional error messages for details. - The totals of the cart item amounts do not match order amounts."

None of the products have shipping or tax.

ran the ipn_test_return in the extras folder; got this:

You have to take that file out of the extras folder to run it

In the "Similar Threads" section below there are some discussions of this matter.
One of the things common to other reports of this topic is tax, currency, shipping, etc settings altered from defaults.
How *exactly* is your site different from a clean new Zen Cart install with no settings customized?

The shopping cart is for a conference registration, therefore, no taxes or shipping. are not required to be collected. I've turned them all off. I set the state for shipping. Anyways, what then are the absolute basics that need to be enabled to ensure the pass thru is successful?
