International USPS shipping calculation too high

I have set up the USPS api to calculate shipping. I have an item that is 8 pounds to ship to Netherlands. The shipping is way too high. When I turn debug on I discovered the shipping is calculated at 17 pounds. What can I do to fix this?

What are your settings in Admin> Configuration> Shipping and Packaging?

I found the shipping configuration and changed it, but I am not sure what to set them at. right now I have them set:
Package Tare Small to Medium - added percentage:weight 0:1
and
Larger packages - added packaging percentage:weight 01:0
When dose zen cart decide what size and what is normal?

The Tare is added to the weight of the order based on the Maximum Weight shipped ...

When below the Maximum Weight Shipped the Small to Medium Tare is used and when above that, then the Large Tare is used ...

The Maximum Weight shipped should be set to the largest weight for the carrier, by default this is set to 50 ...

When you have the Small Tare at 0:3 it will add 3 lbs to the weight of the order ...

When set to 10:3 it will add 3lbs plus 10% of the weight to the order ...

NOTE: There are also setting on the shipping modules to be aware of, such as USPS and the setting for Machinable ... if set to non-machinable you will always get higher rates as that means everything must be manually handled ...
