How do I set up 4 flat shipping zones... pls help

Hi I am a new zenner..

I am in the business to sell used engines and need to set up 4 shipping zones option for my clients..

version: Zen Cart 1.3.8a


Example:

zone 1 - Free delivery Maximum 30 miles
zone 2 - $150.00 (ca,az,nv,wa,or)
zone 3 - $195.00 (co,tx,id,mt,nd,sd)
zone 4 - $250.00 (il,la,wi,ny,fl,ma,)

How do I set this up ???? Please, instruct
