charged Shipping weight is higher than actual shipping weight

I am having trouble with my zone rates and I have attached a copy of the shipping estimator below. The problem is that the total weight comes to 4.4lbs but the charged weight is 7.4lbs. This is adding a huge cost to my shipping to the US.

I dont understand why it is adding the extra 3lbs to the shipping weight.

Ok, being a newbie to this i have just found the answer to my own question. It was the tare weight settings. I have been struggling with this for 3 weeks, and found it by accident.
