GC not working

Seems there are some smart people here...

Zen Cart v1.3.8

add-ons: paypal, GC

I am trying to test out my newly installed GC, buy when I go to checkout, it loops back to the same "confirm order" page.

My paypal tested ok, but when I select GC it does not give any message, just goes back to the confirm order page.
I purchased an SSL cert. and I am hosting with www.thedomainfish.com (Godaddy hosting)

any advice is appreciated.
