Anyone having consistent payment processing with PayPal?

I'm using ZenCart 1.3.8a.

PayPal is great because it offers a variety of payment options, but lately many valid credit/debit cards have been denied for no explainable reason.

I have debug turned on, and it too reports no errors. PayPal displays a message that this card can't be used for this order.

Anyone experienced this? (PayPal has yet to respond to my inquiries.)

Perhaps it is a glitch in the way ZenCart passes some data.

I did experience a case where the billing information wasn't being displayed on the PayPal credit card processing form (the shipping address was).

I've tested with a variety of personal cards and cards of friends and family. I don't see a pattern yet; some work, some don't.

I've even had the same problem choosing to pay from a PayPal balance of an account.

I'd say the failure rate is about 80%
