a lot of buyer (1000) with same ip but less unique (f.e. 20) what?

Hello I see sometimes in my store under who is online
for example 1000 buyers
duplicate Ip address 980
total unique users 20

what is it?
Could it be an hacker or what?

I don't think, I had just seen the ip and it is in sweden because the address is relative to a mobile phone in italy vodafone that gives the adsl.
It appears only with this vodafone or with another mobile provider of adsl that is telecom italia mobile.

It isn't a crawl

I only would to know if this could be a sort of hackering or if I can be safe.
