Error in functions_general.php line 499 to 516

I am using ver 1.38
when I check by validatorhttp://validator.w3.org/check?uri=ht...idator%2F1.654

there has lots errors, but if I bypass the /includes/functions/functions_general.php line 499 to 516 the errors decress

How can I modify this errors
