STILL not charging tax to out of state people

I am at a loss. My client has a rock festival they are selling tickets. They want to charge tax on the tickets. It is only charging tax on customers in our state. Out of state it does not charge tax.
This is what I have done.
in Location/Taxes:
Zone Definition- Zone name. I created an all zones.
Tax Class- Taxable goods
Tax Rate- Taxable goods, All zones, 7.55%
Did I do something wrong when I created the all zones? It is still charging for Kansas just not any other state.

Ok. I put ks but it is still yellow it is zone defined but not taxes.
