Default Multiple tax rates in my state

I am in a state that has multiple tax rates, for ie: 6% in most of the state then there are other counties charging an additional pecentage point.

How can I do that? and how can I determine if the customer is in one of those counties?

I am using 1.3.7 with the glossy blue template.
Thanks in advance?

Williamsburg7%
York7%

How can I set this up in my site, am thinking of leaving the state tax at 6% but then need to add the incremental rates for the other counties.

How would I do this or is there a module to help with this scenario?
