there are certain products that have free shipping. Not a certain order amount. Sorry I didnt clarify that.
Most products I charge shipping on. However there are about 20 or so that I dont want to charge shipping.

Product A - Gets Free Shipping
Product B thur Product Z - Not free shipping uses price from UPS
Order #1 - USA Address
Product A Qty: 3
Product C Qty: 7
Calculates shipping on the 7 Product Cs ONLY
Order #2 - Outside USA
Product A Qty: 3
Product C Qty: 7
Calculates shipping on ALL Products
You would need some type of customization done to be able to know the difference on when to add the weight for the shipping and when not to based on shipping address ...
Always Free Shipping is designed for everyone has Free Shipping ...
You could build into the shopping_cart.php class a method to calculate the Free Shipping Weight to be used to add in to the weight (which is calculated as (weight - free shipping weight) so it could be used in shipping for outside of the US shipping ...
It takes a bit of coding but if can be done ...

I figured it out. For those that might be interested here is what I did:
Admin -> Locations / Taxes -> Zones Definitions
Create a New Zone
Zone Name: USA (or whatever you want to call it)
Zone Description: (Whatever you want)
INSERT
Click DETAILS
Click INSERT (For Zone Definitions - Taxes, Payment and Shipping)
Select which country.
Zone: All Zones
Click INSERT
Then:
Admin -> Modules -> Shipping
Select your shipping method. Set Shipping Zone to: Zone that you just created.
Apply the same to freeshipper module as well.
I made your suggested changes to allow free shipping within the US and not in other countries. I want to "free-ship" certain products within the US and ship the same products to Int'l destinations charging the USPS calculated fee.
I set it up in the Admin exactly how you indicated. The problem now is for international orders.... it won't allow an order to be shipped internationally if it is for a "Free Shipping" product. I have my USPS shipping module set to allow for domestic and Int'l destinations (no zones).
Dazed and confused.....uggg! Any suggestions?
I am having an issue with shipping as well. I have set up free shipping for US customers if they purchase over $50.00 and $5.00 if they order less than $50.00
But international is the problem. My site is showing that they are charged a fee if they order less than $50.00 but if they order more than $50.00 it is stating that The shipping rate cannot be determined at this time.
Can anyone assist? I am not that great with this and it has taken me about 6 hrs to get this far. Getting FRUSTRATED!
