I might be having this same problem. I have many PayPal logs, but I'm not really sure what they mean. I have already shut down our site because all PayPal orders are now failing.

I have figured out my problem which really wasn't a problem, I had put my ZebCart paypal pro software into the troubleshoot mode in the admin section and that is what was driving the emails I was getting from people trying out my store without being logged in, I have put the payment module back into normal mode and it now works just fine and I don't get the emails when someone tries the store without an account or being logged in. Hopefully this will help you with your problem, feel free to contact me if you have any questions.
