Zone shipping charging rate from zone 3 to zone 1

I have just sold some items and when looking at the order, zone shipping has charged the zone 3 (international rate) to a zone 1 customer. I live in Canada and Zone 1 is Canada and Zone 3 is outside North America. I have checked and the zones are correct as well as the charges per weigh in each of the zones. Any suggestions why this might have happened and has anyone else had a similar problem?
