I have set up a state sales tax for Colorado. Now when a Colorado customer places an order, he is charged a Colorado sales tax. An non-Colorado customer is charged no tax. This works fine.
The problem is when an order comes in with a Colorado billing addressing but an California shipping address. ZenCart is still applying a Colorado sales tax even if the product is shipping to California. My understanding is that no sales tax be charged in this situation. Is this a bug in ZenCart?
Is there a way to have ZenCart look only at the "shipping" address (and not the billing address) when determining whether to apply tax.
