I've set up the USPS module, but when I tried a test sale to England it didn't offer the first class international package or the International Small Flat Rate box. Any ideas on why that wasn't available? Thanks!

What weight are you shipping?
I believe the limit is 4lbs ...
Do you have the current USPS shipping module? It is available from the list of Security Patches and updates:

I thought I had put in the update, but apparently not! I updated it with the patch, and it works fine now. Thanks for your quick reply, and sorry for missing that one! The weight, btw, was under 4 lbs (in fact, it was under 1 lb.)

I have the No first class international USPS problem too. I couldn't find a solution so I reinstalled Zencart with a new up to date install but, used my existing Data Base. Is there a setting somewhere that could fix this or, does it need a patch? This problem came "out of the blue" after using Zencart flawlessly for well over a year.

Just added the patch and the problem is still there.
I am running Version Zen Cart 1.3.8a reinstalled only a few days ago. It should be up to date.
I am not getting any error message. It is just the First Class International Parcel/package option is not showing on check out.
The problem started about a month ago. On uploading new site changes using a new web editor (Dreamweaver) the Zencart directory got erased. I had a back up and reloaded it. Two problems started. 1) the one mentioned above and 2) new customer logins from outside the USA cannot login to create an account.
I assume that the problems are related.
This problem is still ongoing even with the new installation. I used my existing data base for the new installation. So I assume that in that database there may be a setting that is doing this.

Problem No. 1 appears to be solved. Now to solve problem No. 2.
