Is it possible to have price breaks available if you order more than 1 item? For example, if someone orders 1 items, it would be 9.99. if they order 2-4 then it would be 8.99, etc.
Any help would be greatly appreciated.

As long as it is the same item, you can use the Quantity Discounts

If it's not the same item, you can use the Quantity Discounts contribution in free software add ons.
