Customer information requires State even if I select a country with address format 5

I have a multi-country site with the United States and Argentina. I selected address format 5 for Agentina as it does not require a state. However when I enter a customer and select Agentina, the system still requires that I enter a state. How do I get the system to present the proper address format which in the case should not even show the state drop down.

You'll have to rewrite all the logic for those fields if you want it to work that way.

At the present time, the address-format options are *only* used to determine the appropriate output of the collected address information. It has no bearing on collecting address details.
