Sub Total not calculating correctly with quantity discounts

Here's an example. Sub-total is using un discounted quantity pricing, rather than the quantity discounted prices that shows on the first item. Tried a few patches without any luck.

I can't duplicate the problem. Please list EXACTLY what I would need to do to recreate the problem AFTER installing a brand new clean install of v1.3.8a.
