How to Add Text in Footer

Hey guys and gals .... we are looking to add a message to the customers on our site along the bottom of the footer bar, maybe sitting on top of the IP address with a divider between the footer bar and IP address info; something along the lines of this -


"It is the responsibility of the buyer, not the seller, to ascertain and obey all applicable local, state, federal, and international laws in regard to the possession, use, and sale of any item purchased from ...."


Does anyone know what type of code to add and where to add it in the tpl_footer file, or would it be in another area.

We searched and searched and nothing to the extent of what we would like to do, Thanks.
