Issue with zencart google checkout

Hi i am using latest ZenCart V 1.3.8.I had customized the design and added Google checkout as default payment module.

I would like to enable Google Checkout only when the user login r create his account.

Can any one please let me know how to resolve this issue.Currently the user is able to use google checkout without registering or creating his own account.
