Unable to take out of Maintenance & Reinstall payment modules

I have been upgrading several 1.3.7 sites to 1.3.8a in the past few weeks. No problems until the last two. In both, I could not reinstall the PayPal IPN - Website Payments Standard payment module. Although I set the sort order to 1, it stayed as 0 and popped me out to the admin main page. It will not let me change the sort order of other payment modules that are still installed. The second one, did the same thing but also would not let me take it out of maintenance mode. It just pops me out to the main admin and when I go back in to look, maintenance is still set to True.

Those are classic symptoms of incorrectly applying the June 2009 Admin Security patch; namely skipping the updates to /admin/includes/functions/html_output.php and all the other files in the patch (which are *all* admin-side only).
