is it possible to have the specials on the main/fron page above the greeting just by changing a configuration option

or is it only possible by change the code?

using the developer kit it appears the only way is to edit tpl_index_default.php and use the override system?

That is correct, you have to edit the files that change to happen ... and using the templates and overrides is the way to do it ...
