Zone calculations not changing

I set up 4 zones on my cart and set up different shipping rates and tax. I created an account with 4 address for shipping on in the 4 zones.

Whenver I change the shipping address to another zone the shippng cost should be taken from that zone rate and so should the tax be changed BUT the shipping rate remains the same and so does the tax irrespective of the change in address.

my product and shipping tax is based on shipping address.

What i notice is that I have the 4 zones in the same country and its taking just the first zone rate and displaying that.

If my 2nd zone is in the same country do I need to put the zone2 country again and the same as zone 1 ?

i realized the zone rate is just for different countries only and not for within one country
