Like asking "how many animals can a truck carry"
What is the animal abd what do they weigh?
Some mods have little to no overhead, some improve response, and some are resource intensive

Think of Zen Cart as a vehicle, mods are options that you can buy (or download for free thanks to the supporters). When you go buy a car you can add as many options as they offer at that dealership. A smart buyer will only buy the options that they will use. It wouldn't make sense for someone that lives in California to buy a winter package.
Zen Cart Mods in most cases will make the shopping experience better if they are used wisely and configuring them to work with each other without breaking the cart which can be hard to do sometimes.
If you are using everything you have installed and see a need for the requested mods, I suggest you go for it. I have more than 15 mods and tons of custom work done on my website and they all work together and help me in my day to day business.

Is there a way to judge the "weight" of a mod or determine the "weight" of the resources that will be required to run it? By the size of its sql file?
Stuff that queries the database with additional queries likely has the biggest overhead.
the type of server your ZC site is hosted on is also a big factor..
if you have a ZC site on a shared server with NO mods, this can be slower than a ZC site on a dedicated server with 100 mods..
